The Kenya Constitution (2010) introduced devolution in Kenya. It introduced local governments to increase service delivery and accelerate economic development. There are 47 County Governments in Kenya, headed by Governors elected on a renewable five-year term. All of the bosses earn the same salary as recommended by the Salaries and Remuneration Commission (SRC).

Governor Salary

The SRC has determined the Governor’s monthly salary and allowances to be Ksh 1,111,673 ( A basic Salary of Ksh 583,628 and allowances totaling to 333,502). Effectively, in one year a single Governor will cost the taxpayers a whooping Ksh 13, 340, 076, which corresponds to Ksh 66, 700, 380 in the five years. A total of Ksh 3.1Billion for all the 47!

Deputy Governor Salary

The salary of the Deputy Governor and all state officers is determined and controlled by the Salaries and Remuneration Commission (SRC). The position is the second-highest ranking in the Country government, a devolved government introduced by the 2010 constitution. The SRC recommends that a Deputy Governor in Kenya should earns a basic salary of KSh 510,181 and allowances of KSh. 218,649; all totaling to Ksh. 728,831 per month.

Housing Benefits for Governors, Deputies & County Speakers

The SRC determines how much or who should benefit from certain allowances in Kenya; however, sometimes leaders and the commission do not agree on several fronts. It took a court order in 2018 for the deputy governors to benefit from the same housing benefits accorded to their bosses.

As of August 2021, the governors, their deputies, and county speakers are given house benefits by the government. These officials shall stay in houses constructed by funds the SRC capped at 45 million, 40 million, and 35 million for the governor, deputy governor, and county speaker, respectively.

The houses should be constructed on public land owned by the county. The acreage should be 2 acres for the governor’s house and up to 2 acres for the deputy and county assembly speaker.

What do you think, is it a fair remuneration?
